• Unauthorized scanning, attacks, or credential stuffing
• Child sexual abuse material or exploitation
• Illegal content under applicable law
• Open proxies/VPN exits used primarily for abuse without controls
• Cryptomining that starves neighboring capacity beyond your plan

Enforcement
